    Step 1: If you’re running Microsoft Security Essentials, fully uninstall it.
    Step 2: Reboot your computer and run this tool from the Microsoft website.
    Step 3: Reboot again, if the error persists let us know.

    If you uninstalled MSE, make sure you re-install it again later.
