Is there a file called “cc_config.ini” in the same folder as CCEnhancer? Try deleting it (when CCEnhancer is closed) and then retry an update.
Does the progress bar hit 100% before it closes?
If it asks ‘Would you like to run CCleaner’ or simply runs CCleaner automatically, the download worked fine. If something goes wrong, you’ll know about it 🙂

The English-only version is just one .exe file. In order for users to be able to create translations; a directory containing the .locale files is needed.

This download rate is actually accurate. Because the download finishes so quickly it doesn’t have time to calculate an “average” speed.

The translations are done exclusively by volunteers. Unless someone offers to do the translation, it won’t be made available.
